NOTICE

The Stewards, Royal Calcutta Turf Club are pleased to announce that 2-year-olds under the charge of A licensed Trainers will be granted a fodder subsidy of Rs. 5000/- per 2 yr old per month with effect from April 2024 up to November, 2024.

The following terms and conditions will be applicable :-

  1. Owners/Trainers desirous of availing this incentive must apply for the same to the Vice President - Racing, RCTC, latest by 31st May, 2024.
  1. These 2 yr olds must arrive within the RCTC premises by 30th September, 2024. 

 

  1. These youngsters will have to race at RCTC up to the Racing Season 2026-27 unless they are retired from racing for any reason whatsoever.
  1. If an owner wishes to race these 2/3 year old horses at any other centre, permission for the same must be obtained from the Vice President - Racing and such horses must return to Kolkata after completion of the particular event/season.
  1. During the racing career of the above horses as stipulated in Clause 3 above, if they are transferred to the charge of a ‘B’ licensed Trainer, this subsidy shall be recovered in full from the Owner/s.
  1. For 2 year olds not stationed in Kolkata as on date but under the charge of ‘A’ licensed Trainers, the owner’s accounts of such horses will be credited with the subsidy amount from April 2024 only on their arrival into the RCTC premises.

REVISED SCHEME FOR INWARD MOVEMENT OF HORSES

The Stewards, RCTC, are pleased to announce the following revised scheme for the Season 2024-25 in respect of inward movement of horses into RCTC which will come into force with immediate effect :-

  1. ‘ A ‘ licensed Trainers
  1. Horses 5 years to 7 years old, Rated 15 & above at the centre where they last raced and which have placed 1st or 2nd or 3rd or 4th at least once since April 2022 are permitted to be brought into RCTC with immediate effect. 
  1. Three/Four year old horses are permitted to be brought in under this scheme provided they have a valid Starting Stall Certificate.
  1. A stable entry fee of Rs. 5000/- per horse under the charge of ‘A’ licensed trainers will be charged to the owners on arrival of the horse into RCTC.
  1. Trainers are eligible to stable NOT more than 70 horses (excluding 2 year olds during the Monsoon Meeting) and NOT more than 70 horses (including 2 year olds during the Cold Weather Season).
  1. Owners of horses will be levied  electricity charges @ Rs. 500/- per horse  per month.
  1. ‘B’ Licensed Trainers

Horses trained by ‘B’ licensed trainers are permitted to race during the Calcutta Racing Season 2024-25 as under:

  1. In Classic & Sweepstakes races.
  1. Horses 5 years to 7 years old, Rated 27 & above at the centre where they last raced and which have placed 1st or 2nd or 3rd or 4th at least once since April 2022.
  1. Three/Four year old horses are also permitted to be brought in under this scheme provided they have a valid Starting Stall Certificate.
  1. Not more than 30 horses per ‘B’ licensed trainer, including horses entered for Sweepstakes/ Classic races will be permitted.
  1.  ‘B’ licensed Trainers are permitted to bring in not more than eight (8) 2-year-olds within the above limit of 30 horses to the RCTC for racing at Kolkata for the Season 2024-2025.
  1. A Stable entry fee of Rs 15,000 per horse under the charge of ‘B’ licensed trainers will be charged on arrival of the horse into RCTC premises.
  1. A charge of Rs. 5,000/- per horse per month to be levied towards development charges.
  1. A horse cannot be transferred from an ‘A’ licensed Trainer to a ‘B’ licensed Trainer during the course of the Season unless the horse has been sold to an owner training with ‘B’ licensed Trainer.
  1. An owner can train maximum with two Trainers only including ‘B’ licensed Trainers.  Only horses entered for Classics/Sweepstakes races are exempted  from this Rule but such horses will not be allowed to race in ordinary Handicap races.  Further, a third Trainer for an owner can be permitted only with express permission from the Stewards.
  2. All applications to be vetted by the Racing Department and the Stewards reserve the right to reject any application without assigning any reason.

This supersedes our earlier scheme dated 03/11/2023.

CALCUTTA RACES, SUMMER MEETING

EIGHTH DAY, TUESDAY, 9th APRIL, 2024

It is hereby notified that owing to paucity of acceptors, the following races scheduled to be held on Tuesday, 9th April, 2024 have been declared void :-

  1. THE SUZANNA HANDICAP
  2. THE COLONIAL HANDICAP

Consequent to the above, the Stewards, Royal Calcutta Turf Club, in exercise of their powers under the RCTC Rules of Racing, have decided to cancel the Eighth Day of the Calcutta Races, Summer Meeting, Calcutta Cold Weather Season 2023-2024 scheduled to be held on Tuesday, 9th April, 2024 and the following races scheduled to be held on 9th April, 2024 have been postponed to Wednesday, 10th April, 2024 :-

  1. THE ACCOMPLISH CUP
  2. THE TREASURE LAND HANDICAP
  3. THE AMALITA HANDICAP
  4. THE HAUNTING MEMORIES HANDICAP

NOTICE

Attention is drawn to Clause 31(a) of the General Conditions of the Prospectus of the Calcutta Cold Weather Season 2023-24 which is reproduced below :-

31(a).  Calcutta based 8 years old & over horses Rated 81 & above which have been certified racing sound by the GM Veterinary Services, RCTC, will be permitted to race in Kolkata till the conclusion of Calcutta Cold Weather Season 2023-2024.

In this regard Trainers are advised to get their 8 years old & over  horses Rated 81 & above examined by the GM – Veterinary Services for permission to race at Kolkata in the Season 2024-2025.  8 year old & above Horses Rated below 81 will have to vacate the RCTC stables at the conclusion of the current season.  Necessary arrangements may be made well in advance accordingly.

Owing to inclement weather rendering the underfoot condition of the race track unconducive for racing, the Stewards, Royal Calcutta Turf Club in exercise of their powers under the RCTC Rules of Racing, have decided to postpone the Third Day of the Calcutta Summer Meeting from Wednesday, 20th March, 2024 to Saturday, 23rd March, 2024.

The same Card published for Wednesday, 20th March, 2024 will hold good.

NOTICE TO TRAINERS

Trainers are hereby advised to keep their respective stable areas including stalls clean at all times.  In case any Trainer wishes to renovate/paint their respective stables at their own cost, permission for the same must be sought from the undersigned, pertinent to note that the colour scheme of the RCTC must be maintained regardless.

Further Stable Rules (copy attached) must be strictly followed.

RULES GOVERNING THE ADMITTANCE OF

PERSONS TO R.C.T.C. STABLES

  1. Visiting Hours :

       Monsoon                7.30 a.m. to 9.30 a.m.

                                        4.00 p.m. to 7.30 p.m.

          Winter                   7.30 a.m. to 10.00 a.m.

                                        4.00 p.m. to 7.30 p.m.

Cars and visitors must enter Hastings Stables by the Bakery Road gate and similarly at Race Course stable areas.  Speed limit inside the Stables for all mechanically propelled vehicles is 15 K.P.H.  All motor bikes must be parked near the entrance gate and not proceed further ahead.

2.       Owners with passes and pass-holders

Owners with passes and pass-holders will be admitted during visiting hours on production of their passes issued by the General Manager Racing, R.C.T.C.  These are valid from 1st May to 30th  April in the following year.

Admission to R.C.T.C. Stables will only be granted to those in possession of Stable passes.  Any visitor who wishes to enter R.C.T.C. Stables and who is not in possession of a Stable Pass, must be signed in by an Official, Owner, Trainer and in his absence by his Jemadar.  In exceptional circumstances, if an Owner has not brought his pass with him, he may be allowed to enter the Stables provided the Stable Security Staff at the gate recognize him; the Stable Register, in such circumstances, will be signed by the trainer immediately after.  The names of Visitors should be entered in block capitals in addition to the signatures.

Note :  From 8 a.m. on the day preceding a race day to the end of the race day in question, no visitors/guests will be allowed to be signed in.  Only registered Owners will be allowed in provided their trainer is also present at the stables.

  1. Visitors/Guests

Under no other circumstances are visitors/guests (other than owners) to be admitted to R.C.T.C. Stables until they have been signed in at the Entrance gate by the Trainer concerned.  It is not permitted for the visitors to enter the Stables and to be signed in after his entry.

If an owner wishes to visit a stable at any time outside the visiting hours, he may do so if accompanied by his trainer.

If an owner wishes to take his family or friends to the stables during visiting hours, he must  accompany them and legibly enter his own and their names in the visitors book which is kept at the entrance gate.

Owners passes will only be issued to persons who own or part-own a horse stabled with a licensed trainer at the R.C.T.C. stables. Owners/their authorized agents may apply for & collect the same from the Racing Department.

4.       Trainers

A trainer will be  admitted at any time on production of his license issued by the General Manager - Racing, R.C.T.C.

A trainer is expected to be present at his stable during visiting hours.  In circumstances which may prevent him from being present, he must arrange for his Jemadar or such other responsible employee to be left in charge of his stables in his absence.

A trainer may, however, take his wife and children into the stables at any time provided that he accompanies them and legibly enters his own and their names in the visitors book.

A trainer may take guests to the stables during visiting hours, provided that he accompanies them and legibly enters his own and their names in the visitors book.

5.       Jockeys

A jockey will be admitted at any time on production of his licence issued by the General Manager - Racing, R.C.T.C.

A jockey may take his children to the stables during visiting hours provided that he legibly enters his own and their names in the visitors’ book.

6.       Riding Boys and Jemadars.

A Riding Boy or Jemadar will be admitted at any time on production of his record book issued by the General Manager - Racing, R.C.T.C.  Wives and families of Riding Boys or Jemadars cannot be admitted to or accommodated in the stables.

7.       Syces.

Syces will be admitted at any time on production of their upto date identification cards.  Syces leading horses will not be required to produce their identification cards. 

New syces and those arriving from outside Calcutta who are not in possession of identification cards will be issued with a temporary card by the Authorities until such time as identification cards are issued.

No one will be allowed to enter the stables area if they cannot produce their identification card.

Wives and children of Syces shall not be admitted or accommodated in the Stables.

8.       Fodder merchants etc.

A merchant will be admitted during visiting hours to communicate with trainers on production of his pass issued by the General Manager Racing, R.C.T.C./KTSBW. These passes are valid from 1st May to 30th April in the following year.

Deliveries of fodder etc., must be made between the hours of  8.00 a.m. and 3.00 p.m.  The merchant must be present when deliveries are made and for this purpose will be admitted between the above hours on production of his pass.

No deliveries of fodder etc., will be permitted on a race day.

Merchants are reminded that their passes are issued so that they may communicate with trainers and be present when deliveries are made.

Any merchant found loitering in the stables will be liable to have his pass withdrawn.  Families and friend of merchants will not be admitted.

9.       Employees of fodder merchants etc.

The KTSWB will issue each merchant with a number of special Admit passes which will be transferable.  These passes will admit employees of a pass-holders when accompanied by the merchant from 8.00 a.m. to 6.00 p.m. daily, except as specified in Note in Para 2.

The merchant will be responsible for the passes and will only issued them to persons employed by him to bring fodder etc., to the stables.

The merchant will be responsible that his employees leave the stable immediately a delivery has been completed.

The merchant will be liable to have his pass withdrawn if these regulations are not strictly reserved or if the passes issued to him are found to have been used by unauthorized persons.

A pass once revoked or withdrawn will not be re-issued.

10.     Barbers, Mochis, etc.

Barbers and Mochis etc., will be admitted between the hours of 8.00 a.m. and 6.00 p.m. on production of an identification card issued by The KTSBW (Except as specified in note in Para 2).

11.     R.C.T.C. Officials and employees.

R.C.T.C.  Officials and employees of the Club will be admitted at any time.  If an Official or employee is not known to the durwans at the entrance, he should enter his name and designation in the visitors’ book.

12.      For reasons of security, all stable passes issued with validity upto 30th April must be produced at this office for revalidation stamps by 30th May.

LEADING IN OF WINNERS

It is hereby notified that with immediate effect only those directly concerned with the winning horse will be allowed to be part of the “leading in” ceremony.  Under no circumstances should anyone else, other than the immediate family of the concerned Owner/Trainer,  go in for the leading in unless prior permission is taken for the same and strict adherence of this procedure lies with the concerned Trainer of the winning horse.

The terms of The Queen Elizabeth II Memorial Cup (Grade III) scheduled to be held on Saturday, 10th February 2024 should read as under:

For Horses 4 years old & over.

Weights - English 4 years old 54 Kgs., 5 years old and over 57 Kgs., Australasian 4 years old 55.5 Kgs., 5 years old & over 57 Kgs. Pakistani 4 years old 47 Kgs., 5 years old & over 52 Kgs, Indian 4 years old 49 Kgs, 5 years old and over 52 Kgs.

Allowances - Fillies and Mares allowed 1.5 Kgs.

Penalties - Winner after 30th April, 2021, of races of the aggregate value of ? 8 Lakhs or over to carry 1.5 Kgs. extra,

or of races of the aggregate value of ? 15 Lakhs or over to carry 3 Kgs. extra, or of races of the aggregate value of ? 20 Lakhs or over to carry 4.5 Kgs. extra,

Trainers are hereby  notified that the track timings for the Season 2023-2024 are as under :-

  1. On all working days                -           5.00 A.M. to 8.30 A.M.
  2. On Sundays & Holidays          -           5.30 A.M. to 7.30 A.M.

Trainers are advised to adhere to these timings unless the work is delayed due to the weather conditions.

Kindly appreciate that there are timings for RCTC Staff and other Departments as well, as such following the above timings is very essential.

A. All two year olds (foaled in 2022) arriving at RCTC directly from another Turf Authority premises must possess the following documents at the time of arrival:-

  1. ??????Valid EIA (Coggins) Negative Certificate
  2. ??Valid ?CFT (Glanders) Negative Certificate
  3. ???Health Certificate from the Veterinary Doctor of the Turf Authority
  4. ???The two year old horses should have preferably received two doses of vaccine for Equine Influenza (Fluvac Innovator). The horse can travel after seven days from the date of last vaccination. However the vaccination is not mandatory.

B. All two year old horse/s (foaled in 2022) arriving at RCTC directly from the Stud Farms should possess the following documents at the time of arrival:

  1. ???Valid EIA (Coggins) Negative Certificate
  2. ??Valid ?CFT (Glanders) Negative Certificate
  3. ???Health Certificate from the Veterinary Doctor of the Stud Farm

NOTICE

EPISTAXIS/ BLEEDER / EIPH

The below mentioned guidelines will be effective from 1st November, 2023.

  1. When a horse bleeds for the first time, the horse would be prohibited from racing for a period of 4 weeks.
  1. In case the horse bleeds second time, the horse would be prohibited from racing for a period of 8 weeks.
  1. In case the horse bleeds for the third time, it would be prohibited from racing for a period of 12 weeks.

  1. In case the horse bleeds during its first run, after the period of 12 weeks, it would be banned from racing.
  1. In case the horse is laid off from racing for a period of one year or more at any of the above mentioned stages and bleeds during the first run thereafter, it would be banned from racing.
  1. The period of one year for EIPH Ban calculation would start from the day of first bleeding.
  1. However, if a horse runs after a lay off from racing of a period of one year or more and does not bleed in its first run but does bleed in its subsequent run, it would then be treated as if it was a first time bleeder.
  1. A bleeder/EIPH which has been placed on ban at another racing centre will also be taken in account for counting the number of times the horse had bled.
  1. Horses that are under Ban are eligible to show the fast work in the last week of ban period to obtain fitness certificate.
  1. Horses found suffering from  EIPH grade 3 and 4 on Endoscopy are also considered as Bleeders

NOTICE

Trainers desirous of using a Hood in the parade ring and while going to the start for fractious/nervous horses may do so with the prior permission of the Stipendiary Stewards in writing.

This Hood will have to be taken off prior to loading of horses at the Starting Gates.  The Starter and his team will assist in the removal of the Hood at the gates but the onus shall lie with the Trainer and his stable staff.

Permission will also need to be sought for discontinuation of use of such hood.

NOTICE

Applications are invited for grant of ‘A’ Trainer’s  license under the RCTC Rules of Racing for the Season 2023-2024.  Interested candidates may apply subject to fulfillment of the following criteria :-

  1. Existing ‘A’ licensed Trainers under any recognised Turf Authority of India with a minimum experience of one year along with list of horses.
  1. Registered Assistant Trainers under any recognised Turf Authority of India with a minimum experience of three years.  These applicants have to undergo a written and oral examination once their applications are vetted.
  1. A list of registered race horse owners with any Turf Authority of India along with their consent letter will need to be attached along with the applications.
  1. A minimum of 10 ‘fresh’ horses will have to be brought into RCTC on successful grant of an ‘A’ license.

SCHEME FOR INWARD MOVEMENT OF HORSES

The Stewards, RCTC, are pleased to announce the following revised scheme for the Season 2023-24 in respect of inward movement of horses into RCTC which will come into force with immediate effect :-

‘ A ‘ licensed Trainers

  1. Horses 4 years to 7 years old, Rated 15 & above at the centre where they last raced and which have placed 1st or 2nd or 3rd or 4th at least once since April 2021 are permitted to be brought into RCTC with immediate effect.
  1. 8 year old horses, Rated 81 & above are also permitted to be brought into station under the Scheme.
  1. Three year old horses are permitted to be brought in under this scheme provided they have a valid Starting Stall Certificate.
  1. A stable entry fee of Rs. 5000/- per horse under the charge of ‘A’ licensed trainers will be charged to the owners on arrival of the horse into RCTC.
  1. Trainers are eligible to stable NOT more than 70 horses (excluding 2 year olds during the Monsoon Meeting) and NOT more than 70 horses (including 2 year olds during the Cold Weather Season).

‘B’ Licensed Trainers

Horses trained by ‘B’ licensed trainers are permitted to race during the Calcutta Racing Season 2023-24 as under:

  1. In Classic & Sweepstakes races.
  1. Horses 4 years to 7 years old, Rated 27 & above at the centre where they last raced and which have placed 1st or 2nd or 3rd or 4th at least once since April 2021.
  1. 8 year old horses, Rated 81 & above are also permitted to be brought into station under the Scheme.

d.       Three year old horses are also permitted to be brought in under this scheme provided they have a valid Starting Stall Certificate.

  1. Not more than 30 horses per ‘B’ licensed trainer, including horses entered for Sweepstakes/ Classic races are permitted.
  1.  ‘B’ licensed Trainers are permitted to bring in not more than eight (8) 2-year-olds within the above limit of 30 horses to the RCTC for racing at Kolkata for the Season 2023-2024.
  1. A Stable entry fee of Rs 15,000 per horse (revised from Rs 25,000) under the charge of ‘B’ licensed trainers will be charged on arrival of the horse into RCTC premises.

All applications to be vetted by the Racing Department and the Stewards reserve the right to reject any application without assigning any reason.

NOTICE

The Stewards, Royal Calcutta Turf Club are pleased to announce that 2-year-olds under the charge of A licensed Trainers will be granted a fodder subsidy of Rs. 5000/- per 2 yr old per month with effect from April 2023 up to November, 2023.

The following terms and conditions will be applicable :-

  1. Owners/Trainers desirous of availing this incentive must apply for the same to the GM – Racing, RCTC, latest by 31st May, 2023.
  1. These 2 yr olds must arrive within the RCTC premises by 30th September, 2023. 
  1. These youngsters will have to race at RCTC up to the Racing Season 2025-26 unless they are retired from racing for any reason whatsoever.
  1. If an owner wishes to race these 2/3 year old horses at any other centre, permission for the same must be obtained from the GM-Racing and such horses must return to Kolkata after completion of the particular event/season.
  1. During the racing career of the above horses as stipulated in Clause 3 above, if they are transferred to the charge of a ‘B’ licensed Trainer, this subsidy shall be recovered in full from the Owner/s.
  1. For 2 year olds not stationed in Kolkata as on date but under the charge of ‘A’ licensed Trainers, the owner’s accounts of such horses will be credited with the subsidy amount from April 2023 only on their arrival into the RCTC premises.

The Stewards, Royal Calcutta Turf Club, are pleased to announce that the subsidy of  Rs. 4,000/- per horse per month that had earlier been granted for the Season 2022-2023, shall be continued to be credited to the Racing Accounts of owners of horses under the charge of ‘A’ licensed Trainers at RCTC for the Racing Season 2023-2024 w.e.f. 01/04/2023, provided the owner’s account is not over due for Racing dues.
